Belpre Golf Cart Amendment Passes Third Reading in Council | News, Sports, Jobs

BELPRE – Belpre City Council approved the third reading of an amendment to the ordinance allowing the use of golf carts on certain streets in the city at Monday’s meeting.

In June, council approved the Golf Cart Ordinance which sets the parameters and requirements for the proper use of golf carts in the city.

Among the requirements outlined, the ordinance requires seat belts, a valid driver’s license and liability insurance on carts, and a valid license plate. Carts must be inspected annually by the Belpre Police Department or other designated facility based on state code. There will be a $40 annual inspection fee.

Golf carts are not permitted on sidewalks. They are allowed on streets with a 25mph limit but not on streets with a 35mph limit or higher. Wagons cannot be driven on national roads, although they can cross them.

There were also several specified streets described in the ordinance where carts cannot be used. These include: Washington Boulevard (the exception is the crossing at Stone Road); Main Street (the exception is the intersection at Fifth Street); Putnam Howe Drive; Farson Street, Lee Street and US 50 within Belpre city limits.

The amendment approved on Monday to the golf cart ordinance primarily involved adding penalty information to the ordinance, stating “Anyone who contravenes this article is deemed guilty of a minor offence. A person who violates this section a second time within one year will be considered a third degree misdemeanor. »

In other matters, council approved the third reading of an ordinance updating Belpre’s fire code.

The Board also approved the second reading of an Ordinance approving the editing and inclusion of certain Ordinances as part of the various component codes of the adopted Belpre Codified Ordinances, an Ordinance authorizing all actions necessary to formally accept a Council of Southeast Ohio Public Energy (SOPEC) grant issued to the city, and an ordinance amending Belpre’s Code of Ordinances section no. 1313.12(B) 1, 2 and 3.

An ordinance amending the Belpre ordinance code, section no. 939.03, Exhibit A, also received second reading. This ordinance will increase water tariffs for Belpre.

The board also approved first readings of ordinances approving rates set by the county auditor’s office and removing covenant property west of Farson Street where the medical center was developed and continues to grow.

Prior to the next council meeting on October 25, the Economic Development Committee will meet at 6:30 p.m. and the Streets, Sidewalks and Storm Sewers Committee will meet at 7 p.m.
