Effingham, IL-(Radio Effingham)- Effingham Town Council met at 5pm on Tuesday with a wide range of topics to discuss.
The agenda for the omnibus vote was approved, after which Mr. Christopher Roedl was appointed as the new City Building Inspector. Roedl was born and raised in Effingham, graduating from Effingham High School. He said he thought he would be a good candidate for the job. Council also approved an amendment to have two water treatment plant operators instead of one.
Council also approved a zoning ordinance amendment to allow recycling centers in non-urban neighborhoods by special permit. This will allow Polygone Recycling to move forward with its project.
The biggest talking point was the use of the golf cart around town, with most Council members agreeing to test it out and see how it is received. Council member Merv Gillenwater expressed reservations about the idea, saying many people are already using golf carts in the city, and he fears those same people who are in violation now will try to push back against the limit much further once golf carts are allowed. Mayor Shutzbach said many cities are moving in this direction and Effingham can make it work in a limited way. Other Council members also expressed their support. The idea is to allow golf carts to travel around town on secondary roads, avoiding major highways. There have been discussions about keeping golf cart traffic on roads with a speed limit of 30mph and below.
